The Elite A/S manual I have makes no mention of changing the language. There are Fidelity chess computers eg the Excellence Voice where you can change the language (English, French, German, Spanish) using a switch on the side of the machine.

Elites sold in Germany speak German, so perhaps the ability to speak in the four languages was incorporated in all of the machines. If Alain's Elite speaks in French then maybe it is true. Perhaps there are jumper switches or dip switches on the circuit board that can be changed.

Personally I would be sceptical until it is proven. Maybe I will take the back off my one and have a look unless some kind soul answers the question.

Well,

The guy who won the second auction for 1200 bucks is the seller in the third auction...but he cannot have received the machine yet. Strange indeed. But anyway for 1500$ the electric wires must be golden

On the 8th October this auction for a Fidelity Elite A/S Budapest started on Ebay :-

an amendment to the listing seems to tell us why the seller stopped the auction early. I was intrigued at the time so looked for the relisting and possible Buy-It-Now sale. Nothing appeared until today. Here it is sold for $1200 :-

A high price for an Elite A/S. Several have sold this year in Europe for 200-400 Euros. You might expect $500 for a nice one.

Well it is not that unusual for someone to pay well over the usual price.
