70 640 TNT: Belt, it is the right one, sits about 3/4 in. below the top of the flanges. Is this caused by a weak spring? Width of the belt is right on new specs.

check to make sure that the secondary clutch spring hasnt popped out of the hole its supposed to be hooked into on both ends of it.  That happened to me on two old sleds.  Cant say for sure if it was from a weak spring or non lubricated sheave to make it stick enough while the spring vibrated / flopped around etc.  You can tell if this is the case by lifting the track off the ground, taking the belt off and manhandling the moveable sheave with your hands to see if there's much tension.  Shouldn't be able to see either end of the spring - if you do then it came out.
